MADISON, AL – [Date] — Local business leader and longtime community volunteer Scott Harbour has officially announced his candidacy for Madison City Council – District 6. A Madison resident of nearly 20 years, Harbour brings a wealth of professional, civic, and leadership experience to the race, along with a deep-rooted commitment to smart growth and community-focused governance.

“Madison has given so much to my family over the years,” said Harbour. “Now, I’m ready to give back in a new way by serving the residents of District 6 with transparency, integrity, and a steady hand for the future.”

Harbour and his wife, a Madison County native, have raised two sons in Madison, both proud graduates of Bob Jones High School. Over the years, he has been actively involved in a wide range of community organizations, including service as a Madison City Zoning Board of Adjustment member, Council Chair at Grace UM Church, and former Chair of the Hogan Family YMCA Board of Managers. His civic involvement also includes roles as a Madison Chamber of Commerce Ambassador, Cub Scout Den Leader, Boy Scout Assistant Scoutmaster, ASYO Soccer Coach, and AHSAA High School Soccer Referee.

“I was born in Alabama but because my father was an officer in the Army I was provided an opportunity to live in many different places. We moved to Huntsville when I was in high school so my home has been in North Alabama for over 30 years. I’ve seen firsthand the amazing growth of Madison and understand the challenges and opportunities that growth provides. I think my experience and knowledge can help steward Madison into the future.”   

Professionally, Harbour serves as Vice President of Finance at Chapman Sisson Architects, where he leads financial operations, strategic planning, IT, and budgeting efforts. He brings over 25 years of executive experience in finance, operations, and strategy, and previously helped lead the U.S. Space & Rocket Center through record-setting growth. He is also a published author on leadership, small business, and community development.

Perhaps most notably, Harbour built a successful small business—H&S Haircutters (Sport Clips) from the ground up. Under his leadership, the company grew to five locations and created dozens of local jobs. “That experience taught me what it means to create opportunity, navigate adversity, and build partnerships that last” he said. “I understand the challenges and contributions of small business owners, and I’m committed to supporting an environment where they can thrive.”

Harbour is a graduate of Leadership Connect Class 12, and holds an MBA with a concentration in Economics from Mississippi State University, along with a BBA in Finance from the University of North Alabama. His campaign will focus on smart growth, stable infrastructure, strong neighborhoods, and a city government that is responsive and fiscally responsible.

“My vision for Madison is that we protect what makes this city special—our schools, safety, quality of life—while preparing responsibly for the future. I want to make sure the next 20 years are as prosperous as the last,” Harbour said. “I believe my background, experience, and servant leadership approach make me ready to represent District 6 with diligence and heart.”
